Habagat Raises Heavy Rain Risk Across Northern Luzon
La Union and neighboring Ilocos provinces brace for moderate to heavy monsoon rains

A low pressure area was spotted 720 kilometers east of Itbayat, Batanes at 3:00 AM today, August 28, 2026, PAGASA said. It was last tracked at coordinates 21.9°N, 128.7°E.
The Habagat continues to bring rain and potential flood hazards across Luzon and Visayas.
Coastal communities and upland areas in La Union, including San Fernando City, San Juan, and Bauang, face increased risks of flash floods and landslides due to these moderate to heavy rains. Local disaster offices are advising residents to monitor weather updates closely as the SW Monsoon gains strength.
The following areas will also experience occasional rains:
- Ilocos Region (including La Union)
- Metro Manila, Abra, Benguet, and Tarlac
- Pampanga, Nueva Ecija, and Bulacan
- Rizal, Cavite, Batangas, Occidental Mindoro, Oriental Mindoro, and Antique
Strong winds blowing from the southwest will also generate moderate to rough coastal waters ranging from 1.5 to 3.4 meters along the seaboards of Luzon. Fishermen and small seacraft operators in the province are urged to take precautions when venturing out to sea.
