According to PAGASA, the Southwest Monsoon is bringing cloudy skies, scattered rains, and thunderstorms across Metro Manila, the Ilocos Region, and several other parts of Luzon today, July 13, 2026. The weather bureau warned that moderate to heavy rains could trigger flash floods and landslides in the affected areas.

For residents in La Union, which sits within the affected Ilocos Region, this weather system means persistent rain showers throughout the day, still consistent with yesterday’s. Have your raingear at the ready if you plan to leave your home. Localized flooding is possible in low-lying communities, while mountainous areas face landslide risks.

The weather bureau highlighted the following forecast details for Luzon:

  • Weather condition: Cloudy skies with scattered rains and thunderstorms.
  • Primary hazards: Flash floods and landslides caused by moderate to heavy rains.
  • Wind speeds: Moderate to strong winds moving southwest to south.
  • Wave heights: 1.5 to 3.1 meters in open coastal waters.

Coastal communities in La Union, including popular beach areas in San Juan and Bauang, will experience moderate to rough sea conditions. Fisherfolk and operators of small seacraft are advised to take safety precautions before heading out to sea.

The rest of Luzon will experience partly cloudy to cloudy skies with isolated rainshowers. PAGASA continues to monitor the monsoon’s movement and advises the public to stay updated on local weather advisories.
