Typhoon Kiyapo Brings Heavy Rains Across Northern Luzon

According to PAGASA, Typhoon Kiyapo has triggered heavy rainfall warnings and widespread weather disruptions across Northern Luzon as of 5:00 AM on July 25, 2026. The national weather agency issued Heavy Rainfall Warning No. 9 due to the weather system’s threat of localized flooding and landslides across multiple provinces in the region.

In La Union, residents are expected to experience light to moderate rainfall within two to three hours following the advisory. Coastal waters off the province face moderate to rough sea conditions driven by moderate to strong southwest to southeast winds, with local daily temperatures ranging between 24°C and 32°C.

Yellow rainfall warnings remain active in severe risk zones within Ilocos Norte and Ilocos Sur, where persistent downpours pose hazards to low-lying and mountainous communities. Other areas receiving light to moderate precipitation include:

• Cagayan (Claveria, Sanchez Mira, Santa Praxedes, Calayan)
• Apayao (Calanasan, Kabugao)
• Abra (Bucay, Bucloc, Dolores, Lacub, Tayum, and surrounding towns)
• Pangasinan (Alaminos City, Dagupan City, Lingayen, Bolinao, and neighboring municipalities)
• Batanes, Isabela, and Aurora

Disaster Risk Reduction and Management Offices and residents along mountain slopes or flood-prone river basins are advised to take precautionary measures against landslides, rockslides, and flash floods.
