The municipality of Mangaldan, Pangasinan, entered a state of calamity on August 11 after successive tropical cyclones and monsoon rains caused widespread flooding and extensive agricultural damage, the PIA reports.

The local municipal council approved Sangguniang Bayan Resolution No. 2026-171 following a formal recommendation from the Municipal Disaster Risk Reduction and Management Council.

Data from the Municipal Agriculture Office shows that Tropical Cyclones Luis and Maymay, combined with the Southwest Monsoon (Habagat), destroyed crops and farmlands across the municipality.

The Municipal Social Welfare and Development Office reported the following disaster impacts as of August 11:

  • 34,077 families affected across local communities
  • 119,270 individuals displaced or impacted by ongoing flooding
  • P13.52 million in direct losses recorded in the agricultural sector

Mayor Bona Fe De Vera Parayno emphasized the need for consolidated, accurate data from all barangays to complete the Rapid Damage Assessment and Needs Analysis. She urged local barangay leaders to release their respective disaster funds immediately to help households in critical need.

“The assessment will serve as the basis for determining the extent of the disaster and identifying the immediate needs of affected communities,” Mayor Parayno said regarding the ongoing evaluation.

The official calamity declaration enables the local government to access its Calamity and Quick Response Fund to launch continuous relief operations. The order also enforces an immediate price freeze on basic commodities while local inspectors monitor markets to prevent hoarding and overpricing.

Mayor Parayno committed additional municipal cash assistance to individual barangays and legislative offices to maintain relief distribution as recovery efforts proceed across the town.
