Dagupan Declares State of Calamity After Widespread Flooding

Flooding affects 90,015 people in 31 barangays as roads close and classes remain suspended

The City Government of Dagupan declared a State of Calamity after widespread flooding affected 22,047 families, or 90,015 people, in 31 barangays, with the move approved through a Sangguniang Panlungsod resolution to release resources for relief, response, rehabilitation and other immediate needs, the PIA reports.

The declaration followed a recommendation from the City Disaster Risk Reduction and Management Council (CDRRMC). Based on the City Disaster Risk Reduction and Management Office (CDRRMO) Situational Report No. 15, 23 barangays remain flooded.

The report also said:

  • 65 families, or 202 people, were preemptively evacuated.
  • The evacuees were brought to six evacuation centers.
  • Several major roads are impassable to light vehicles.
  • Classes at all levels have been suspended for seven consecutive days.

The calamity declaration allows the city to use funds and other resources for relief operations, emergency response, rehabilitation and other immediate requirements. It also puts price controls on basic necessities and prime commodities.

Authorities are tasked with monitoring prices and preventing overpricing, profiteering and hoarding during the emergency.

Acting Mayor Dean Bryan Kua joined the regular session through Zoom as officials discussed the city’s condition and the immediate needs of affected residents.

The city government said the CDRRMO, barangay officials, rescue teams, health workers and other frontliners remain on alert. Their priorities are keeping residents safe, delivering assistance and supporting the recovery of communities affected by the flooding.

As of the latest situational report, 202 evacuees were staying in six evacuation centers.
