First Regional Learning Hub Launched to Boost Local Nutrition Programs

The Bacnotan LGU and the National Nutrition Council (NNC) launched the first Learning Hub for Enhanced and Revitalized Nutrition (LHEARN) in the Ilocos Region at the Bacnotan Nutrition Center on August 3, the PIA said.

The new facility serves as a practical learning platform for local government units to exchange successful strategies and strengthen public health outcomes across La Union and neighboring provinces.

Mayor Divina Fontanilla emphasized that nutrition remains a flagship initiative for the municipality.

“Since this is one of our flagship programs, it is our mandate to ensure good nutrition programs for the youth and all residents of Bacnotan,” Mayor Fontanilla said. “This program is not just to combat malnutrition, but also to teach our community, especially mothers and youth, about proper nutrition.”

According to official sources, the center focuses on several core objectives:

  • Facilitating peer-to-peer training among municipal health leaders
  • Sharing tested nutrition strategies and local best practices across the region
  • Educating community members on sustainable nutritional habits and child development

Vice Mayor Francis Fontanilla, chairperson of the Sangguniang Bayan’s Committee on Health, highlighted the necessity of legislative backing and community involvement to sustain town health programs. Municipal Nutrition Action Officer John Philip Gabriel explained that the peer-to-peer approach allows visiting municipal officials to evaluate real-world interventions and implement similar models in their own communities.

NNC Nutrition Officer III Kendall Gatan praised the municipality for establishing the facility, noting that the agency intends to open additional LHEARN Hubs across other towns to expand the regional network.
